Setting your vShop to "Offline" allows sellers to create/edit the layout and temporarily prevent users from viewing the vShop. The monthly subscription fee is still charged whilst your vShop is Offline. It's like having a closed sign on a traditional shop whilst the business is setting up/renovating/on holiday. To avoid paying the monthly subscription fee you will need to close your vShop instead of setting it to Offline. The above is from the vShop FAQ on the Help page. To set your shop back online go to the menus down the left side of the selling list, scroll down to vShops and look for Status, this will let you change your shop to online.
