Sounds like you've lost your MENU bar. Are you using IE?  When you have a webpage open, do they show up as tabs up the top somewhere?  If so, find a blank spot beside the tab/s along the same bar, right click as mentioned, click on the menu bar and it should come back.  If you tick something wrong, just right click and tick again and it'll come straight back.  Really easy to fix up.

Yes I am using IE.  However the tabs that open at the top and the bottom task bar don;thave the webpage I am veiwing written in them any more (it is guess work if I have a few open) and part of the tool bar is there (still have the home, print and an envelope looking one) but no others thay have changed to little down arrows but do not come up with anything if I click on them.

Try pressing the F11 button on the top row of your keyboard.
Works for me
with IE

F11 gives me a full screen. I lose all the tab lines and just have a full page.

If it is still not fixed I would just reinstall the Google Toolbar for IE , chances are that you will then be able to right click on the top of the toolbar and select your options.

Just do a custom install in case it wants you to install items you don't need .

Go to http://support.microsoft.com/kb/962963 and use the Microsoft Fix It button may solve your problem. If not, you may have to reset IE. Go to http://support.microsoft.com/kb/923737 and use the Microsoft Fix It button to begin the reset.

Hope this helps.

Cheers
